CIE Under Pressure: Pakistan Signals Possible Replacement After Paper Leak Scandal

Pakistan’s education system is once again under intense scrutiny as the Senate Standing Committee on Education took up the alarming Cambridge paper leak controversy in its latest session. Senior officials from the Inter Board Coordination Commission (IBCC) painted a concerning picture, confirming that Cambridge examination papers were leaked during both 2024 and 2025 cycles. However, the situation is further complicated by a serious institutional gap, as the IBCC admitted it currently has no effective system to trace the total number of leaked papers. Officials also noted that media investigations suggest the scale of the leaks may be far greater than initially reported, raising questions over exam integrity and student fairness. In response, policymakers are now actively exploring alternatives, with confirmation that at least four foreign examination boards are already operational within Pakistan’s academic framework. This has led to a strong warning issued to Cambridge International Education (CIE), making it clear that continued failure to control leaks could result in a shift away from its system entirely. Meanwhile, authorities await findings from the National Crime Agency (NCA) before deciding on possible legal action. The Senate has also formed a special sub-committee including IBCC representatives and affected students to directly address grievances and propose urgent reforms.
