Major Policy Shift: HEC Revises Rules for Overseas Degree Validation
The Higher Education Commission (HEC) has released an updated advisory for students intending to pursue higher studies overseas, strongly advising them to confirm the officially approved study mode before securing admission in any foreign university program. The commission highlighted that degrees originally registered as traditional campus-based qualifications but completed fully through online or hybrid arrangements will not be considered valid for recognition in Pakistan after Spring 2026, unless such delivery structures have been formally authorized by the respective regulatory body in the host country. HEC further stressed that students must carefully check whether their selected program is properly accredited and whether mandatory in-person attendance or residency requirements are satisfied according to governing academic rules. This guidance applies to both currently enrolled international students and those planning to apply in upcoming academic sessions, with authorities urging thorough verification of all program details prior to enrollment to prevent future issues in degree equivalence. The commission noted that the rapid global expansion of digital and blended learning models has made such precautions increasingly necessary. It also confirmed that equivalence cases will continue to be assessed individually through its online system based on merit.
