Support for Scholars: HEC Proposes Return Policy for Incomplete PhDs

The Higher Education Commission (HEC) of Pakistan is taking decisive steps to address challenges faced by government-funded PhD scholars studying abroad, while ensuring accountability for misuse of public resources. Under the proposed relief policy, scholars who are unable to complete their degrees on time due to genuine academic challenges will not face fines or legal harassment, provided they return to Pakistan after their program. This compassionate approach aims to support students who contribute to Pakistan’s knowledge economy, while revising existing scholar agreements, bond conditions, and mandatory five-year service restrictions. At the same time, the HEC is cracking down on those who abandon their studies abroad to seek permanent residency, employment, or political asylum, with strict financial penalties and enforcement measures. The policy seeks to balance encouragement for academic growth with accountability, discouraging misuse of state-sponsored scholarships. Despite these challenges, Pakistani scholars continue to excel internationally, with a failure rate of only 5% compared to the global average of 50%, reflecting their resilience and dedication. By implementing these reforms, the HEC hopes to streamline scholarship governance, recover overdue funds, and foster a stronger system of merit-based support for scholars who genuinely contribute to Pakistan’s academic and scientific progress.
