Government Confirms: Telecom Towers Cannot Be Installed Without Property Owner Consent
To address growing public concern surrounding the Pakistan Telecommunication (Reorganisation) (Amendment) Bill 2026, the federal government has reiterated that no provision is intended to allow unchecked access to private property as parliamentary review continues. A special committee formed by the Prime Minister held an in-camera session at Parliament House on Monday to examine contested clauses related to right-of-way permissions for telecom infrastructure and fibre deployment. During the meeting, Federal Law Minister Azam Nazeer Tarar clarified that the state has no intention of occupying or acquiring private land without consent, stressing that telecom tower installation will only proceed after explicit owner approval. He further emphasized that the draft legislation is being refined to strengthen legal protections while enabling digital expansion across the country. Officials briefed the committee that objections raised by the Senate Standing Committee on IT and Telecommunication are under active consideration and additional clarifications are being incorporated to remove ambiguity. Lawmakers also discussed concerns about administrative discretion and safeguards for citizens’ property rights.
